If you remain where you are as your light is red, you're blocking an intersection, and that's likely to get you a ticket. If you turn left anyways despite the light being red, you're running a red - also a ticket. The only solution is to remain behind the white line until you have full green-light clearance.

Left turns never have right of way unless specifically protected, in which case you’d have a green arrow. A green light simply means you’re allowed to turn left, but you do not have the right of way on a left turn, ever, unless a sign or traffic signal says you do. If they were turning right on a red light, sure, you have the ROW.

Second question: when its green light, creep your car towards intersection, just enough so you can make the left turn fully, no need to be in the middle of intersection -- too far out. Wait until there is a very safe enough gap from incoming traffic before making your left turn.
