Go to SciLab 1's upper floor, where the is in the large plaza. He complains that MegaMan wasn't in character, so we'll have to go to SciLab 2 to find him. Look for the so-called "Virus King" in a dead end in a blue path.

The SciLab Area is the third net area MegaMan enters. Its access points are limited to either following the link at the end of Central 3 or by jacking in the main computer inside Dr. Hikari's Lab (Dad's Lab in game) and using the warp point to enter SciLab Area 2.
