The purpose of the LESO Program is to provide excess military equipment that is excess in the needs of DoD to state and local civilian law enforcement agencies for use in counter-narcotic, counter-terrorism operations and officer safety.

Dec 31, 2024 · The governing statute for DOD’s Law Enforcement Support Program, commonly referred to as the 1033 Program or LESO, is 10 USC 2576a. LESO originated from section 1208 of the National Defense Authorization Act for FY 1990, which was extended several times until September 30, 1997.
