John Joseph Moakley (April 27, 1927 – May 28, 2001) was an American politician who served as the United States representative for Massachusetts's 9th congressional district from 1973 until his death in 2001.

Elected to the United States Congress in 1972, Joe Moakley expanded his impressive constituent services to meet the needs of the large and diverse Massachusetts Ninth Congressional District. At the same time, he entered his apprenticeship to Tip O'Neill and the national Democratic Party.
