Jagan is a male water dragon and the brother of Pengu, Amba, Pranee, and Sisu. He is a co-creator of the Dragon Gem. His magic is to create fog that is so thick it is impossible to see through.

Sisu's siblings are minor characters who appear in Disney's 2021 animated feature film Raya and the Last Dragon. They are a group of water dragons who created the Dragon Gem. Along with Sisu, they are last dragons left to stop the Druun from turning Kumandra into stone.

That was always roughly translated as “evil eye”, so I was waiting through the movie to find out Jagan had betrayed the other dragons or something.

They have one or more horns on their forehead which can come in a variety of forms and patterns, from the plate-like teardrop shaped horns of Pengu to the single jagged horn of Jagan. Dragons also seem to be able to have nearly any color and pattern in all colors of the rainbow, along with common patterns being stripes and bands.
