The Arizona Highway User Revenue Fund (HURF) was established in 1974 and is the primary source of revenues available for highway construction and transportation in Arizona. The collections for HURF come from gasoline and use fuel taxes, motor carrier fees, vehicle license tax, motor vehicle registration fees, and other miscellaneous fees.
Smart and Safe AZ revenues are distributed to HURF twice each fiscal year in December and June. Due to timing delays associated with implementation, the $9 million June FY 2021 Smart and Safe AZ revenue distribution to HURF was recognized by ADOT in August of FY 2022.
