I'll do the second question first. Japan has a very large and thriving Dream Pop and Shoegaze scene, with it being a very prominent aspect of the global presence of the genre (I'd say that only America and then the UK beat Japan out). The other thing that makes Japan's Dream Pop scene so important is the influence of Dub music.

The two terms were synonymous with Dream Pop largely falling out of use, but then around 2010 or so Dream Pop's use was revived and there was a split for reasons that escape me.
