Jul 2, 2017 · D-class don't want to riot. Many are in prison sentences and the Foundation is a chance to reduce that. Then again most won't know the true threat and likely die, but the other probably don't know that.

Jul 30, 2023 · I don't recall ever seeing a case of a class D riot mainly because of how impossible it is. and this isn't like a real world prison the foundation wouldn't really care to just shoot down the class D attempting to start a revolution.
