The GPS is assisted by the WiFi and cellular. It will work just fine while flying. WiFi ony iPads rely on WiFi for location services. They will not work while flying.

Dec 17, 2019 · If by contrast your iPad is a WiFi Only model, then your iPad does not have built-in GPS. For iPad, aGPS (Assisted GPS) features are an integral part of the Cellular chipset. Position information is derived from a network lookup of CellID, known WiFi networks and GPS positioning. I hope this helps to clarify.
