This is the reason he chose to kill any human who fell and why he upheld his promise of war; because if they did ever go free, in his eyes war and the destruction of humanity would be the only way to save his people.

Asgore can be seen as a grinning murderer, or as man looking down in shame. Depends on the person. People are still arguing about his morality, and even the sprite is playing tricks with you. I don't think him grinning is accurate at all.
