Faceit probably has their servers running on a lot higher quality hardware than valve MM. It’s probably easier for them to invest in really high quality servers since they only need to support a small fraction of the entire CS player base.

CS Rating is CS2's new "rating system" (i.e. how good you are) in Premier Matchmaking. In other games this is referred to as MMR, which is short for "Matchmaking Rating" and is more commonly known in the CS community as ELO.
