Yeah certified used to be accountable mail, but apparently now it's all machine processed instead. No idea why we decided to go that route. Yes St Louis USPS is that bad. DeJoy willingly committed mail fraud, and violated several laws in regards to intentional delay of the mail. The board allowed it. At bare minimum that's accessory.
