This quest is offered by NPC Webster, who has two locations: one in Dornogal at /way 31.6 62.8/ and one in the City of Threads near the raid entrance at /way 39.52, 65.29. Edit: If you cannot find Webster at these locations it's because you need to complete the first chapter of the max level campaign before the quest becomes available.
