Jan 25, 2015 · Thank you for choosing Windows 10 Technical Preview. The transparent feature of the taskbar and start menu background has not be brought forward from Windows 8.1. The video from this article shows the timeline which is transparent if that's what you are referring to. However you can customize all other settings such as the colour intensity.
