Aug 23, 2023 · Urashiki died in the past, therefore never arrived with Momoshiki and Kinshiki to earth. Thus he isn't in the storyline. However, because Toneri was frozen in time, he's still stuck on the moon as though Urashiki did arrive with Momo and Kinshiki.

The Nue novel confirms he had no part in how Boruto got it, only that he helped him awaken it to fight Nue. Which means it likely came from Naruto and Hinata’s unique genes/chakra.

Toneri Ōtsutsuki is the main antagonist of The Last: Naruto the Movie. He is a descendant of Hamura Ōtsutsuki, specifically the last survivor of the branch family established on the moon. Misinterpreting his ancestor last decree, Toneri judged humanity unworthy of existing and sought out to cleanse the world in his image.

Toneri was born into the Ōtsutsuki clan's Branch family. Due to being a direct descendant of Hamura Ōtsutsuki, his eyes were sealed inside the Energy Vessel for the Tenseigan. His clansmen and him lived on the moon, that is until his father passed away.
