Oct 21, 2013 · This was because bread is a basic ingredient of a typical Belgian's diet, and was meant to make it easier for people to buy at least this basic item when times are bad. I wish they didn't stop regulating the price of bread, it was a very useful system. There still are all kinds of regulations on the quality, consistency and weight of bread.

Just tagging on for visibility. As someone who worked in a grocery store bakery section: all the cakes come, and are stored frozen, however breads such as French bread come half baked, and are baked the rest of the way in an oven, while loaves such as Italian come completely raw, frozen portioned dough that gets proofed and baked fresh in the morning.
