Shrek didn't exist, which means that Fiona was always a human (unless at night when the curse took place) when she was imprisoned in the castle. In Shrek 2 she's forcibly returned to human form by the effects of the Happily Ever After potion, she's clearly uncomfortable the entire time and directly chooses to return to being an ogre at the end.

Shrek turned into a human, so it makes sense that ideas on beauty could transcend species. Shrek thinks ogres are ugly and wants to be a hot dude. Dragon thinks dragons are huge and intimidating and wants to be a hot horse. Story checks out.
