Jul 8, 2016 · The locations were created by players of a game called Ingress made by Niantic. Players made locations in that game have been transferred to create the PokeStops and Gyms for Pokemon Go. Thus urban areas have a massive number of them while rural areas have much less...unless that area had ingress players.

I can find you the list if you want. There's a post on Reddit. But moves like quick attack on starmie and acid on grimer are real legacy moves and those are rare AF.

I'm not saying this list is right but a majority of people are missing the point. You CAN have a rarity list for everyone. Reason being that OVERALL a certain pokemon can be more common that others. Id wager that most people live somewhere that constantly spawns pidgeys, weedles, caterpies, ect ect.
