Dec 4, 2022 · F12 works, but only as an enter key with CTRL+ESC+F12. I can't use functions with onscreen keyboard or PowerToys either. Windows doesn't have keyboard drivers for my computer on their website. I have updated the drivers that exist and even uninstalled them. I can't access bios as the keys don't work. I don't have a function lock.

The actions performed by the Function keys (F1 - F12) are controlled by the PC manufacturer, not by Windows, because those perform different actions, depending on the system. If the Fn + Esc is not releasing Function Lock on your system, boot into BIOS and check for a setting to switch between Acton/Media and Function keys.
