For cosplay purposes, look for a mesh shirt. I used a mesh shirt under my jacket for my Naruto cosplay. If you're worried about showing skin between the gaps of the mesh, then wear a regular t shirt under it and it will still give the same look as in the show.

Naruto should have trained under Ebisu and Sasuke should have trained under Anko. They should all have gotten their arsenal upgrades and sensei upgrades at the same time.
