The position I was offered is a supervisory, GS 15 equivalent. Since the NH pay band is a range and encompasses two grades, I'm not sure how pay is determined or if I can negotiate for a higher salary. Anyone have experience with this? Is it an exact 1:1 conversion of GS pay or is there some wiggle room when determining salary?

It’s honestly beneficial to come in low in the NH scale so that you capitalize on the hefty annual raises this pay band affords. If you came in as a NH-3 (basically a GS-12 Step 1) you can easily get a 10% raise per year until you cap yourself out.
