When you approach Midir he'll usually initiate a double claw swipe attack. Dodge both of these attacks and you'll have 3-4 seconds to get a few hits in. Also, as long as you stick close to his head, he won't ever use his one shot Kamehameha attack on you.

Staying close will also prevent Midir from using his beam attacks, which are very dangerous in the second half of the fight.
