The Joint Travel Regulations (JTR) implements policy and law to establish travel and transportation allowances for Uniformed Service members, DoD civilian employees, and others traveling at the DoD’s expense.
Mixed Modes with Leave (JTR, par. 050205-B) Scenario: A Service member travels by privately owned vehicle (POV) from his or her old permanent duty station (PDS) at Fort Belvoir, VA, to a leave location in Miami, FL. He or she then travels by POV to a leave location in Chicago, IL.

C4554-D, reinforcing that complimentary meals provided by a lodging establishment do not affect per diem as long as the room charge is the same with or without meals. U4600-B and U5630-B16. Revises JTR Par. 060103-C, Table 6-5, and Table 6-7 to clarify that the USD (P&R) is not required to approve a non-foreign OCONUS safe haven when the United States is identified as the safe haven location and to clarify submission requirements for requests to evacuate to an alternate safe haven located in a foreign location.
Allow 1 day for travel by air, train, or bus transportation. Add Step 4 and Step 5 together. Compare the result in Step 6 with the maximum authorized travel time in Step 2 and choose the lesser.
