The IAR-23 was created in 1934 by the Romanian company Industria Aeronautică Română (IAR) as an attempt to design a next-generation fighter [1] for the Royal Romanian Air Force, but because its low power, it was classified only as a civilian touring aircraft.

The IAR-823 is a civil and military trainer aircraft built in Romania from 1974 until 1983. It is a conventional low-wing monoplane with retractable tricycle undercarriage. The pilot and instructor sit side-by-side, and two more seats can be fitted behind them.
