I believe all you need to do is go to the Mayor's office and look at the desk, there should be a keycard, grab it and go to the portal in the house. Then there should something like people haven, or heaven, it's the place where you send other humans.

The secret ending in High on Life can be unlocked after completing a specific bounty. But to unlock the secret ending, you'll have to play through most of the story first.
