The Virginian EL-C, later known as the New Haven EF-4 and E33, was an electric locomotive built for the Virginian Railway by General Electric in August 1955. They were the first successful production locomotives to use Ignitron (mercury arc) rectifier technology.

Conrail acquired 10 PC class E33 electrics numbered 4600-4610 in 1976. The GE model EL-C electrics led a very storied career before they made it to Conrail rails, having been born in 1956 and 1957 as 130-141 for the Virginian Railway.

The Virginian originally ordered ten E33's, but Norfolk & Western stopped all electric operations when they purchased the VGN. N&W sold the units to the New Haven (later Penn Central), which is how Conrail acquired them. They were in series CR 4601-4610. In 1956, GE built ten EP5 passenger locos for New Haven.
