I had no problems with this for the past week since the tool box for pens and eraser still showed up even when MS Edge screen showing the pdf was half the size of the full screen.

Dec 13, 2022 · I converted from Chrome to Edge a while ago due to the fantastic ability to ink, draw, and doodle on various web pages. It seems that there was a pen or drawing icon in the upper right of the Edge browser that would activate a more extensive menu for drawing. However, I can no longer find this icon.
