I think it's possible these people were "flipping" these foreign born adoptees in private $$ adoptions- utilizing their own "adoption agency" to facilitate these deals.

Since we know the Ciccone's were looking to receive a fee of apparently $30,000, I suspect they needed to find an adoption agency in a state that didn't have regulations against a fee or exchange of money.
