Dr. Reflex is eager to do his job as he will run toward the player when he sees them in order to initiate a reflex test. He gets upset when the player messes up the test, but is quite encouraging to them and wants them to try again.

I actually have some good tips! Okay, if he comes to you, check if there's a room with a red "H" on it, this is his room. If there is, try and solve his reflex test, because he'll quickly get there to grab his hammer, which means that he won't have time to smash other characters.
