Each quarter you must report your cumulative federal cash disbursements on the grant(s) until you have finished drawing funds and reporting disbursements for the grant(s) on the PMS account.

PMS is the central collection point for interest earned on all federal grants, whether they are paid through the Payment Management System or not. If the grant for which you are returning interest is paid through PMS, the refund should include: An explanation stating that the refund is for interest; List the PMS Payee Account Number(s) (PANs)

If you already have access to the Payment Management System you will need to submit a request to update your privileges in PMS to add the role “add/update banking” prior to submitting banking information.

PMS flags any payments requested from an expired grant, and contacts the awarding agency point of contact (POC) to approve or reject the payment request. The awarding agency is required to provide written approval or rejection for the payment request.

To gain access to PMS so they can view available funds, request funds, or submit reports users will need to request permission and be approved by PSC. Recipients will be required to make an online request to obtain this access.

NOTE: If you do not remember your PMS User ID, First Name, Last Name, and a verification method registered to your PMS account, you will need to Deactivate your current account and create a NEW account by Requesting Access to the Payment Management System.
