I managed to get things working the way I had it by unassigning and reassigning Ctrl+Shift+V to the value I wanted it, and then when I was working just now it literally happened again in the middle of editing. Ctrl+Shift+V simply stopped pasting anything regardless of what command I used to select text to copy.
