In Pokémon Gold, Silver, and Crystal, the player has to face three Gym Trainers before reaching a boulder puzzle that is blocking the path. After solving the puzzle with a Pokémon knowing Strength, the player will battle one more Gym Trainer, clearing the way to the Gym Leader Chuck.

No you can't GET OR USE fly until after you beat Chuck. Once you beat the gym and exit then the lady outside gives you fly.

The Gym Leader, Chuck, is sitting right in front the entrance, but he's meditating and won't battle you until you cut off the flow of his waterfall. With the center of his gym inhabited by a giant water-pouring platform, Chuck's gym has been divided into two sides with four levels each.
