There was a theory that overhead emergency lights would reduce patrol car accidents - NOT!!!! Every few years, some bright young chief - working on his master's thesis - will start a study to reduce accidents or injuries.

Don't forget the CHP patrols all unincorporated areas of the state and there are many parking violations, registration violations, etc. in those areas. The CHP cites under the vehicle code, county codes and municipal codes. All roads - all codes!
