This means that when you open a new File Explorer window, the first tab open will be the home page. From there, you can add on more tabs, and you’ll be able to go to other folders within that tab.

If you want to open a new tab, just tap Ctrl+T while File Explorer is open. Like with Windows+E, Ctrl+T opens to whatever folder you have specified in the "Open File Explorer" drop-down menu.
