Wayne Carlton, who revolutionized the call industry and ultimately elk-hunting strategy, died at home in Colorado last week.

The plan is to draw from elk herds in Kittson and Roseau counties, but those populations are stagnant and Red Lake Nation opposes any movement of elk to the northeast.
