This Cross is in the Site of Grace in Moorth Ruins. From the Highroad Cross SoG, just go East to the point in your mark with a drawing of a ruin.

On the fourth floor, you'll find a new Site of Grace, a Cross of Miquella, and the desired Scadutree Fragment.

There are 11 Site of Grace locations in the Rauh Ruins region of the DLC. This region also has several Scadutree Fragments and Revered Spirit Ashes.
