So, Wandering Mango, I think you might have an answer, at least for getting TextEdit to recognize your UTF-8 files on OS X 10.5 and up. Set the extended attribute com.apple.TextEncoding to utf-8.

If the files are utf-8, the filesystem isn't going to care. Whatever application you use to look at the files just needs to interpret them as utf-8.
