RTD staff are also proposing a year-long free-ride program for youth. That idea came out of a lengthy overhaul of the agency’s overall fare structure, which will likely result in lower prices.

With the adoption of this new fare structure, RTD is also doing a 12-month pilot program for youth, where ages 19 and under will be able to use all RTD services at no cost starting this fall.

The RTD board would shrink to seven seats, compared to its current size of 15. The reduction would happen in phases. In 2025 and 2026, the board would have eleven seats.
