If the Desktop icons are not on the Primary monitor (Monitor 1), but instead are moving to the Secondary monitor (Monitor 2) on a Dual-monitor setup, do this.

Delete them all to purge and rebuild your icon cache in Windows 10. This will force Windows to refresh iconcache, and remove the white blank icons. Refresh the Desktop, and the icons should be good.

Now you should click on the Change desktop icons menu option as shown by the red arrow in Figure 2 above. This will bring you to the Desktop Icon Settings screen as shown in Figure 3 below. Figure 3.
