MANCHESTER, Jamaica – The third annual staging of the Manchester Kite Festival and Family Fun Day is scheduled for this Easter Monday, with the organisers promising a fulfilled experience.

Kite-flying, too, has been a constant. Kool Herc, now 64, was 12 when he moved with his family to the Bronx from Jamaica. Kite-flying was a way to make friends — and to stay out of trouble.
