A final restart of Windows is not necessary. If you now right-click on the desktop and go to “Show more options,” the new “Control Panel” entry will appear in the menu.

Open Start. Search for Control Panel and click the top result to open the app. Change the "View by" to "Large icons" from the top-right. Click on Mouse.

Microsoft has apparently moved another Control Panel setting to the Windows 11 "Settings" app. The change is currently hidden and not enabled by default, so Insiders must activate it manually.
