My solution was to do the git clone on a USB flash drive that I mounted, compile from there, and then copy the compiled firmware into the correct packages directory.

Unzip the downloaded FFmpeg ZIP folder. Open Command Prompt in the Unzipped FFmpeg folder. Type a command with the RTSP stream that you want to play. Press Enter button to watch the RTSP stream.
