Certainly unpaved after one gets to the parking lot.... Getting to the parking lot is rough road.

Hi Marte R. From memory it is relatively flat from the park entrance until you get to the parking area at Friendship Park where there are toilets and benches etc. From the parking are again it is relatively flat until you reach the top of a dune system which drops off abruptly to the beach over about 50 metres (yards). I did a review of the place and loaded some photos which may help you but these don't appear to be attached to my review (for some reason). If you open up Google Maps and do a search for the Friendship Park or even Tijuana, click on the link in the name International Friendship Park and look for my review and the photos are there. All the best.
