Hi, sorry for the super late response here. I'm sure this isn't relevant to you anymore but maybe it will help someone else with the same question. Per the Mount Rushmore Park FAQ, Pets are permitted only within two pet walking areas at Mount Rushmore. Please refer to the National Park Service Web site for additional details. Found that from Googling 'can i bring a dog on the mount rushmore presidential trail'
You have the choice to go to the right side (sculptors house) or a trail to the left. Stay to the left it is easier. The trail to the left starts back at left side of amphitheater after all the state flags.

It depends on how fast you walk and if you're stopping for photos, but it should not take long at all - the distance is only about 1/3 mile from the beginning of the trail at Grand View Terrace. It's paved with only a gradual uphill slope.
