It should be open to the public after a recent restoration. I think the public hours are on Saturdays and Sundays, from 1-4 p.m. which will get you inside to see the exhibits and climb the tower (for a fee). (There may be a minimum age and height requirement in order to climb the tower so check if you have children.) If it is closed, you still can walk around the outside and enjoy the view and the park complex as well as the beach area on Lincoln Memorial drive below along the lake front. You should be able to find more information at their website.
