Hi Emma Not sure how you buy tickets just for the observation deck as we bought our tickets which included the Mori art museum. If you buy your tickets online, we bought our tickets through Japanican, you can get them for 1,500¥. Once you have looked round the indoor observation deck you have the option of going outdoors, this will cost you an extra 500¥ but it's well worth it! You buy your tickets at ticket machines on the indoor observation deck level. Before you can go outside you must leave all your belongings, except phones & cameras in lockers (100¥ deposit) warning :- there isn't a lift up to the outdoor deck so you will need to climb a couple of flights of stairs. Note times are different for the outdoor observation deck 11.00 to 20.00

You can buy your tickets there. I've been there twice and had bought the tickets on the spot. There are several counters, even if there is a queue, it moves fast.

Firstly, if it is too windy, the skydeck will be closed and you will not be able to access it. Secondly, i am almost certain that you can't take a tripod up to the skydeck. Cameras are allowed, so if you can go - so can the camera.
