Lovely views over Torquay with lots of steps, there are seats so you can enjoy the view. At night the steps light up and there are pretty path lights as well.Full review by annie20061

We were staying very nearby, so it was a good walk through for us- however it was unfortunately overgrown and not very pretty. Good views though.Full review by joreviews26

A:
The upper path carries on after the main steps leading down to the promenade, and descends behind the Torbay Hotel and an amusement arcade to emerge between the amusement arcade and the multi storey car park at the southern end of Fleet Walk. It must be admitted though that the last 100 or so metres don't offer anything like the pleasant aspect of the rest of the upper path. The upper path (around 25 to 30 mertres above sea level)should not be confused with the slightly elevated walkway a few metres above pavement level which ends before the Torbay Hotel.
