A lot of tourists like to get there for great water early in the morning starting as early as 7:00 am. You will need to check to see if a lifeguard is on duty at that time, particularly if traveling with children. Families usually start arriving around 9:30 so you will want to get there earlier than that in order to stake out your ideal spot. Regardless of time, remember to check the water condition flags. While Kihei beaches are generally calm, like all beaches they are subject to variability and can be dangerous at specific times.
