You can drive right up to a very clear viewing area. The trail, however, would not be accessible for a wheelchair.

As promised I sent an email to friends of ours who live in Bodega Bay. My friend responded "Dogs are not allowed at the Head but you could Goggle California State Parks and go to Sonoma Coast State Beaches to find beaches friendly to dogs. Doran Beach allows dogs on a leash. Dillon Beach in Marin County is a good one... They can run free. Hope this helps.
